On June 26, the Zibo Housing Provident Fund Management Center issued an announcement on adjusting the housing provident fund payment base and payment ratio in 2019. The monthly housing provident fund payment base in 2019 has been clearly adjusted to a maximum of 18,657 yuan, and the minimum is determined according to the minimum wage standards of each district and county. Among them, Zhangdian District, Zichuan District, and Linzi District are 1,910 yuan, Boshan District, Zhoucun District, and Huantai County are 1,730 yuan, and Gaoqing County and Yiyuan County are 1,550 yuan.
The announcement clarified that the deposit base should be the employee’s average monthly salary in the previous year. The average monthly salary of employees shall be calculated according to the items included in the total salary statistics by the statistics department. The housing provident fund payment base is used as the wage income determination standard for employees applying for housing provident fund loans.
The maximum payment base shall not exceed 3 times the average monthly salary of employees on the job in the previous year announced by the Zibo City Statistics Department. The maximum monthly payment base for Zibo Housing Provident Fund in 2019 shall not exceed 18,657 yuan (the average monthly salary of employees on the job in Zibo City in 2018 was 6,219 yuan). The minimum monthly deposit base is determined according to the minimum wage standards of each district and county. According to the minimum wage standards announced by the Shandong Provincial People's Government in 2018, the minimum wage standards in Zhangdian District, Zichuan District, and Linzi District are 1,910 yuan, Boshan District, Zhoucun District, and Huantai County are 1,730 yuan, and Gaoqing County and Yiyuan County are 1,550 yuan.
The announcement also mentioned that the monthly housing provident fund payment limit for units and employees should not exceed 2,239 yuan each. The minimum monthly payment limit for unit and employee housing provident funds is 96 yuan in Zhangdian District, Zichuan District, and Linzi District, 87 yuan in Boshan District, Zhoucun District, and Huantai County, and 78 yuan in Gaoqing County and Yiyuan County. The housing provident fund contribution ratio of each unit and employee shall not be less than 5%, and the maximum shall not exceed 12%. The deposit ratio for freelancers shall not be less than 10% and shall not be higher than 24%.
Labor dispatch, personnel agencies, contract workers, etc. who have signed labor contracts in accordance with the law will be included in the scope of housing provident fund payment.
In addition, the announcement also requires all units to collect housing provident fund employee statements from the Housing Provident Fund Service Department at the place of deposit from July 1 to July 15, 2019, and verify the accounts with the employees. After the employees sign and confirm, stamp the official seal of the unit and return it to the Housing Provident Fund Service Department.
It is understood that the housing provident fund remittance payment period in 2019 is from July 1, 2019 to June 30, 2020. Each unit must stamp the paper version of the "Housing Provident Fund Deposit Base Adjustment Form" and submit it together with the electronic version to the Housing Provident Fund Service Department of the place of deposit before July 31.
For units whose housing provident fund has not been paid until June 2019, the payment base should be adjusted after making up for the outstanding housing provident fund. For employees with multiple housing provident fund accounts, the transferred unit must go through the account merging procedures in a timely manner. Deposit units should try their best to handle deposits, changes and other related services from the Housing Provident Fund Online Service Hall. When handling employee account sealing procedures through the online service hall, the sealing type must be carefully selected to avoid affecting employees' handling of related businesses.
